Yeah! its Possible to control a Android phone using web browser and using a simple application called "Airdroid" which is free of cost to download.
Follow these steps:
1.Download and install Airdroid from android market.
2.After installation make a successful wireless remote connection between Device and web browser.
3.Now enter the URL you see in your android Device App in your web browser field like below:
